Why Isn’t the Master Policy Enough?

Description:
Even though you already help pay for the Master Policy, you still need your own policy to protect your own personal interests.  The Master Policy can’t do it alone.  It needs help from the Individual Unit Owner’s Policy in order to play the game well.
